Thành kính tưởng niệm những người đã chết trong cuộc chiến, 1954-1975, và những người đã chết trên đường di tản, tị nạn, 1975-1995.

Theo Wikipedia, có khoảng 2,5 triệu người Việt thuộc các thành phần, phe phái khác nhau đã chết trong cuộc nội chiến 1954-1975. Sau đó, 1975-1995, có khoảng 2 triệu người di tản, tị nạn, rời khỏi Việt Nam. Ước tính khoảng 10% (200,000 người) đã bỏ mạng trên biển.

Not until 1995 did Vietnam release its official estimate of war dead: as many as 2 million civilians on both sides and some 1.1 million North Vietnamese and Viet Cong fighters.
